The environmental protection elaborate establishes the impact of your activity on the environment and the measures to reduce it. It is prepared before operations begin and must be approved. The key question is not whether you need one, but who approves it — for some activities the mayor, for others the Environment Administration. We have prepared over 600 elaborates.

How the process works
Classifying the activity
We first establish which of the two decrees applies — that determines whether the mayor or the Environment Administration approves.
Site survey
We record the process, emissions, waste streams and surroundings, including the nearest sensitive receptors.
Preparation
We prepare the elaborate in the prescribed form, with mitigation measures and a monitoring plan.
Approval procedure
We submit it, respond to the authority’s requests and manage the procedure through to a decision.

Who approves the elaborate?
It depends on the activity. There are two decrees: under one the mayor approves (restaurants, cafés, car washes, workshops), under the other the Environment Administration (mining, energy, chemicals, waste, filling stations).
What are the fines for operating without an approved elaborate?
Following the amendment in Official Gazette of RNM no. 89/2022, for a legal entity they range from EUR 9,000 to EUR 98,000 in denar equivalent (Article 212-ѓ of the Environment Act). The flat EUR 3,000 and 6,000 figures still circulating in practice are out of date.
When must the elaborate be prepared?
Before operations begin. An elaborate prepared after the activity is already running does not remove liability for the period of operating without approval.
Is the elaborate valid indefinitely?
An approved elaborate relates to the installation and process as described. On a significant change of capacity, technology or location the position is reassessed and the procedure is repeated.
