A and B integrated environmental permits
An integrated environmental permit is the most comprehensive environmental approval — one instrument governing emissions to air, water and soil, waste, noise and monitoring. Whether you need an A or a B permit depends on the activity and its capacity, not on company size; the lists are in Annexes 1 and 2 to the Decree on integrated permits. Frequently asked questions
How do I know whether I need an A or a B permit?
It does not depend on company size but on the activity and its capacity. The lists are in Annex 1 (A) and Annex 2 (B) of the Decree on integrated permits (Official Gazette of RM no. 89/2005). The ministry is competent for A permits, the municipality for B permits.
What are the fines for operating without an integrated permit?
From EUR 13,000 to EUR 140,000 in denar equivalent for a legal entity, following the amendment in Official Gazette of RNM no. 89/2022. These are the highest fines in Macedonian environmental law.
What does the new Industrial Emissions Control Act bring?
The new Act was published in Official Gazette of RNM no. 193/2025 and applies from 26 September 2027. Until it takes effect, the existing framework of Chapter XII of the Environment Act and the 2005 Decree governs.
Does the permit require ongoing monitoring?
Yes. Monitoring is carried out at the points and with the frequency set in the permit. Emission measurements from stationary sources are performed by accredited laboratories (Official Gazette of RM no. 11/2012, amended in Official Gazette of RNM no. 176/2019).
