Construction site health and safety plan and coordinator
A construction site is a work environment that changes daily and hosts several companies at once. The rules therefore impose a special regime: a health and safety plan, notification to the State Labour Inspectorate before work begins, and appointment of a safety coordinator. Appointing a coordinator is mandatory on every site with more than one contractor.

Frequently asked questions
When is a safety coordinator mandatory?
On every site with more than one contractor (Article 4 of the Rulebook, Official Gazette of RM no. 105/08). An exemption is possible only after consulting employer and employee representatives, and never where works with particular risk from Annex 2 are involved.
When must the Inspectorate be notified?
Notification of commencement of activity is filed eight days before starting, on the prescribed form. Contractors additionally notify the Inspectorate in writing of the location of the works before they begin.
Who bears responsibility — the developer or the contractor?
Each contractor remains responsible for its own employees. The coordinator aligns measures across contractors and monitors their application but does not assume their liability as employers.
